A guide to writing requirements for technology tenders

How to define scope, requirements and measurable acceptance for digital platform, portal and software tenders.

A strong tender document reduces ambiguity and makes proposals easier to compare. It describes the problem, scope, outputs, constraints and acceptance without imposing unjustified implementation details or leaving essential obligations open to interpretation.

Define the problem and outcome

Begin with the operating context, users, current procedures and intended results. Separate mandatory requirements, improvements and future options.

State inclusions, exclusions, dependencies and connected entities or systems.

Build a compliance matrix

Give each requirement an identifier, description, priority, evidence method and acceptance stage. This supports consistent evaluation and delivery tracking.

The word “compliant” is not enough on its own. Ask the supplier to explain the solution, assumptions, constraints and evidence it will provide.

  • Requirement and priority
  • Supplier response
  • Evidence or output
  • Assumptions and exclusions
  • Test and acceptance stage

Cover security, integration and operations

Define roles, audit, session controls, backup, recovery and update management according to project risk.

Document interfaces, data, ownership and failure handling, together with hosting, monitoring, support and knowledge transfer.

Specify demonstrable acceptance

Connect phases and payments to reviewable outputs: approved analysis, design, testable releases, verification results, documentation, training and handover.

Acceptance scenarios should cover success, rejection, permissions, errors, integration and recovery instead of relying on broad statements.

Frequently asked questions

Why use a compliance matrix?

It connects each requirement to the supplier response, evidence and acceptance stage, improving comparison and traceability.

Should the technology be prescribed?

Only where a documented integration or operating constraint requires it; otherwise focus on outcomes, standards and constraints.

What should handover include?

The contracted product or code, documentation, training, agreed access and configuration, plus operating and support arrangements.
